It's a large celebration taking part in what is easily recognizable as a grand palace. There are many individuals present-- including the royal family and other key government and military figures. Celes spends time talking with several groups. Some which she recognizes as people she went to school with, others she addresses as students and even more which she seems to become tense around, while still maintaining a polite level of respect.
One of her former underclassmen "Alisa" teases her about whether or not she has a crush on "Rean", one of her colleagues, to Celes' utter mortification. But on a whole, the conversations are light and pleasant. Being addressed by "Chancellor Osborne" leaves her anxious, but he seems genuinely pleased with her work and only seems to express that he's disappointed he didn't snatch her up as part of his own staff.
It's long and drawn out but everyone seems to be taking some much needed time to enjoy each other's company and enjoy all the fine food the palace has to offer.
